Subject: Review and Approve the revisions to our Constitution and Bylaws.

There is a congregational meeting set for September 20 between services to approve changes to our constitution. There are 3 separate revision documents (linked below) to review.

The first set of revisions comes from the ELCA Churchwide Assembly to modify the Model Constitution for Congregations that we use as our baseline. The attachment called “Required Changes from ELCA Churchwide – 2025” shows the required changes along with a rationale for the changes.

The second set of revisions comes from our team that met a few times over the last several months. Several changes reduce the required number of members for specific committees. The attachment called “Our Recommended Changes” provides the details of these changes.

The next step was to get approval from the Synod Legal Team. They sent us a list of additional requirements that are described in the third attachment called “Constitution Changes from Synod Legal Team for Congregation Approval”.

The three sets of changes were made to a draft copy of our constitution called

“St. Paul’s Constitution and Bylaws for Congregation Approval”.
